The "super-hardworking-mangaka" is an old trope that stems from the modern manga-god Osamu Tezuka. He really did put in 80 hour weeks; but he was often doing 4-6 serializations weekly (100-200 pages, not 24), using just a g-pen and later some screen-tone.
Things have changed significantly in the last 50 years, but every publisher wants to publicly pretend they have a stable of Tezukas.

Oda was extremely fucking busy when he was doing the movie as well, but that was just a temporary situation.

I'm not sure you know what the word 'visionary' means. First of all, the guy never established an over-arching narrative with a definite motion toward a definite conclusion, its a story that he lets unfold in a typical never-ending shounen manner. That is the opposite of visionary, of having a vision. The art can be imaginative, sure, but that's not the same. Nor is it very detailed or good as a style. It's goofy, really. Nothing wrong with goofiness but that doesn't really coincide with something being 'visionary'.

The difference between something like One Piece and Berserk is that Berserk has an obvious and intentional and meticulously crafted narrative, as well as a refined art style and an wonderful world-building. That is 'vision'.

The only thing something like One Piece seems to be intent on is having the narrative continue indefinitely until the author tires of it.

Nope. One Piece has been heading towards a very definite climax that will be a conclusive and it will be satisfying. Manga is the perfect medium for Oda because he can go wild with his imagination and weave his story nice and long, just the way he likes it. I heard a rumor that Oda initially planned to end OP somewhere in 05 because he didn't think it had a long lifespan, but was happy doing what he did. If you notice its after the chapters released in 05 that the foundations for the story arcs we're reading now were being put in place. He was given the greenlight to continue, and he took off and never looked back. In one of the Q&A pages in the tankobon he said that he has had the last chapter planned out for a long time. I'm pretty sure he has a direction he's going in but I hope it all comes together before he kicks the bucket. Maybe when he hits 50 or 60 he will realize he needs to start wrapping things up.
