Even simpler than the thermoelectric device mentioned before, she could simply get a steel pipe or something, heat the end up to some ridiculous temperature, and just maintain it.

In theory she could make it arbitrarily hot, as in vaporizing everything within a few meters of it, and maintain her temperature as well, so she doesn't die.

(She would need to find an initial heat source, but that must be pretty reasonable in her city)
