Because it costs more money than hand drawn but its a lot faster than hand drawn so usually its just used to finish an episode on schedule.

Most western animation that mixes cgi and 2D well is done by film studios like Disney or Warner Bros. who know what they're doing. Look at tv shows like Justice League and you'll see a few examples of unfitting cgi used to cut costs like you do in shitty mecha anime.

And Japan had barely any fully-cgi works because they're less familiar with it and resistant to change, which is honestly for the better.

The Iron Giant is an impressive work that was amazing for it's time and still holds up today. They even developed a new piece of rendering software for that movie; solely to give the Giant's CG imperfections to mesh better with the Hand-drawn aspects.

Honestly this, to the Japanese CG isn't a tool for them to use, but a cost cutting technique. They don't bother withe the high quality stuff (unless you're like Square Enjx who have an obsession), because they don't want to bother actually getting good at it, or spending the money to make a quality product.

Typically using cheap CG is a shortcut so they don't have to draw as much.
A typical 1 cour anime only gets like 1 million usd for budget anyways, so I don't know why you'd expect them to have decent CG at all.
Etotama had great CG, but it was an anomaly.
From what I've seen, the only shows that are willing to experiment with CG and put in the spotlight are kids shows owned by big companies that make bank off the toy market.
