Naruto wasn't super neglectful, but this job keeps him pretty busy, and he's only been sworn in during the last year or so officially.

Sasuke notes that Boruto is kept in pretty new clothes all the time, he is watched after and loved.

If you thought the movie was all about how Naruto is neglectful for the sake of drama, then you missed the point.

Really the movie was symbolic of Kishimoto's own relationship with his son, and how he'd missed out on some major events and sometimes felt neglectful, because he was always working.

He wondered if his son would go through a rebellious phase because of never getting to see him.

The movie isn't forced drama for the sake of it, rather the movie is based entirely on the creator's own life and real situations you could say. He's had to miss out on so much due to his job and always keeping track of things, sometimes he worries he's not there enough.

He's not really neglecting him, he's just being an awkward parent who doesn't know how to stay close to his kid at the moment while also balancing his job. So occasionally some things fall out of place or get messed up because Naruto is still new to this at the moment.

His kid is also going through some rebellious phases for various reasons. His dad was there almost every day before this, but now he goes days, weeks, etc where dad isn't there. Maybe dad promises he'll be there even, but for the tenth time he decides to bail at the last minute.

Both sides are valid though, but in the end its hard for parent and child to really see eye to eye. The entire point he made with this movie is to create both the perspective of parent and child. Where you understand one perspective or another based on your age when you're watching this.

Still, I fear Kishimoto projected too much of his personal time constraints onto Naruto, not recognizing that at the very least shadow clones would let him have more free time than otherwise (admittedly the film sort of addresses this by having Naruto's clones doing a lot of things for the village that they really don't need to do).
