There were still a few underdeveloped characters but I blame that on Ken having to end it abruptly. Negima is the only manga that I think that got battles and harem together very well.

TLR is a great ecchi/fanservice manga but the harem part is really shitty.

all i ever wanted from a harem was the MC having genuine feelings and arcs for each girl and then either getting a true harem ending after having to figure out a way to make it happen and convince the heroines, with possibly one or two girls not wanting to be part of something like that and leaving OR the MC realizing he can't pick one but the harem will also not work so decides to dump them all so they can move and be happy.
the second case could even transition to a plain romance with the MC later in life meeting one of the girls who tried to move on with her life but didn't do too well and them awkwardly becoming a vanilla couple, with the rest of the girls helping on the side.
but oh well, guess that's too much to ask for.
bad at life, dense mr.nice guy or huge pervert who occasionally goes serious and cares for/protects his friends engaging in shenanigans with some special girl (alien, ghost, shinigami, angel, etc) and innevitably ending either with said girl or his childhood friend/highschool crush it is.
