Not really, saitama's character drama is fairly important as well. It's usually played for laughs, but the issues he's got because of his overwhelming power are serious.

I don't think you understand what powerlevels mean, anon. Jojo is great because while many stands are powerful and many stands are weak, it's always about how the characters best use their abilities.

They're utterly inconsequential in the battles because stands with shit stats can have crazy dangerous abilities, and stands with shit abilities and shit stats can be crazy dangerous because of how they're used.
Said stats are never mentioned in-story, either, outside of "holy shit Star Platinum is fast as fuck and strong as fuck".
I had to put up with Star Platinum for as the main stand for part three and the even more broken Crazy Diamond in part 4 And then there was GE that did whatever the fuck it wanted. Until part 6 only side characters got shit stands.
But Tusk evolved and S&W feels like it too will pull a GE
SP and CD are very strong stats, but that doesn't make the series about powerlevels. SP and CD's power was often nullified by enemy stands, and victory came from the user's actions and plans, not from the raw power of their stands.
You seem to be confusing "powerful protagonist" with powerlevels.
You're just being stupid. What you call "powerlevels" for jojo is simply supplementary materials that gives people a rough idea of the base stats of each stand. No one in the story pulls out a scouter and assigns numerical values to the stats of each stand.
Shingeki no Kyojin uses the same stat charts, is that series about powerlevels too?

Should it ever get animated I'd wish for 60fps but that would probably cost way too much.
why is 24fps not just called 12fps?

Animator here. Mostly it's still "24 fps on twos", even if that works out to functionally 12fps because that lets you more readily adjust animation rates within an episode as needed. Say you've got a shot that's full of fast paced action, chances are pretty good you're gonna want to do that on ones. The talky scenes inbetween action bits can go to twos or threes.
Twos and threes are about the limit of what you'll see in Western animation, but Anime fairly frequently goes even more extreme than that, fours, sixes, et cetera. Also makes a lot of use of pans over stills and whatnot to further conserve animation budget.
