Probably. Certainly the most range and very consistent. Though sometimes the lack of focus inhibits the music when actually used within the show.

Hard to enjoy a soundtrack that has so much plagiarism. Even ignoring that, though, it's not the best anime OST by a long shot. Hell, it's not even Yoko Kanno's best.

Alot of American film composers also have a background and interest in rock music, and in interviews they say that they don't really listen to soundtrack music in their free time, simply because they work on it so hard and for so long. Maybe Yoko just isn't as good at covering her tracks as most other composers.
