Actually, that's the norm. Star power doesn't improve anime sales that much, so if you can hire a newbie VA for half the costs of a veteran and be okay at it, you do it. Newbie VAs are really, really cheap to hire. So cheap that they can't live off the earnings alone.

That's their schtick, and I believe their the only studio that go out of their way to do this (Unless it's harem)

Instead of hiring veterans, you get them in the supporting cast or as one episode only characters, and you fill the main cast with new blood.

It cuts down costs, though I would've like a full blown all-star cast for this show.
