Naruto was written as a kid ostracized by his entire community and he never knew why and he's finally put into a situation where he can have friends, and even though he and Sasuke didn't see eye to eye there was plenty of potential for a real friendship, especially since Sasuke didn't have much tolerance for Sakura's shitty attitude towards him.

Instead Sasuke minds his own business for half the Chunin exam arc, is ABSENT for most of Tsunade, and then suddenly we're supposed to bring him back and think Naruto is doing anything more than what he was obligated to do.
