Why was this so underrated?
It was wonderfully produced, and had the most anime-like CG that I've ever seen.

Yes, the ocean is a significant part of the setting, but it's far more a character centered sci fi sort of spiel. The ocean shit is more an implication of setting than a focus.
It was a sleeper hit in Japan and riding high on the boats, tanks and fighter planes boom.
The western fandom is always lagging behind with their shit taste and circlejerking to masterpiece kill la kill.
It was reasonably fun, definitely very silly and the first episode isn't great but it developed nicely in time and had some nice character growth once it got underway.
Kongou a best, would cuddle while being slightly afraid.
Give it 1 or two more.
I read the manga first, which is awesome in a different way than the anime, so I never had any trouble staying. But it does get a bit better further on.
