Some JP TV releases I've done comparisons for suffer a similar problem where they need to be rescaled by about ±4 horizontal pixels to properly align.
It might have something to do with being recorded off a TV (poorly,) because the source didn't seem to be DVD, and/or incompetence on 4kids part.
And holy shit, the 4kids version has some horrid frame blending too.
