In the case of this /pol/ forced meme it's particularly difficult to assess who's behind it because of all the different groups operating there. Some hints we have though, are: 1. The context: it was forced during the time in /pol/ where there was a second wave of interest regarding pizzagate in the middle of the milo scandal (who was also spammed in the board the days before), also there was expectation for the reveal of the CNN tapes by project veritas.
2. The first supposed fakes: an alien from the x files tv series and the moon alien, that make it unlikely that those were made in 4chan due to its easy to debunk "normie" appeal and being originally posted on reddit.
3. The first wave of spamming: the first "joke fakes" that began circulating on /pol/ didn't contain any typical humor from the board, but rather the kind of cheesy humor typical of "normie" TV and movies, only after it caught and other boards learned about it, some more obvious 4chan made began appearing containing local humor.
4. The intention: whoever was behind it obviously had the intent of disrupting /pol/ as the black out of the site did in fact happen and for at least 3 or 4 days the board was ridden with milo and alien posters
