Being a true christian is not taking anything that drunkens you. If you have nothing, then water is like wine, and having just what you need is like having all that you need. Well the reason for not moving smoothly is obvious - if you have antigrav technology, you don't need to keep moving to maintain altitude. It depends on the agenda of whatever sentient force is in control. If cruising around like a normal aircraft isn't conducive to its current goals, then it won't.

The sound part is a little more difficult to wrap my head around. The only way that would make sense is if they're not displacing the air around them when they move. Don't ask me how though.
