Better than 11.2, but your options are still extremely limited.
The best way involves having a second 3DS, which is already hacked, so that's probably out of the window for you.
Probably the best option for you would be DSiWare entrypoints, but you must have one of these games:

>Legends of Exidia
>Guitar Rock Tour
>The Legend of Zelda: Four Swords (Anniversary Edition)
However, all of those have been pulled from the eShop.
If you don't have any of those, then your only option is hardmodding.

My target is mostly a dedicated computer for playing simulators. So its gonna be CPU-heavy. So far i had picked a Nvidia 1060 3gb VRam edition, an i7 6700k, with Gigabyte Ga-b150m-d3h so that i can use the DDR3 Ram i already have. DDR4 RAM is too expensive here and i figured that it would be quite some time before i found myself NEEDING DDR4 anyways.
I am using a 60 FPS 1080p monitor. If anyone thinks that i should be using a 6gb Vram edition 1060 to max out almost every modern game and play it at 60 FPS feel free to speak, although price here its a factor.
Here's what i fear. If i have a K type CPU, at least i should be able to OCit if i want to, right? I've been told that it was a bad idea to OC a powerful CPU without a watercooled-ready case, but i have jack shit absolute bullcrap idea about how to create a watercooling computer. Can anyone tell me any advise? should i just pick a standar PC gaming case and find some single parts like containers and pumps and radiators for computers? an all in one kit? should i pick an already pre-built watercooling case? should i just say fuck it and go aircooled?
And is water leaking into the hardware a very real issue? that's what scares me the most.

I'd say don't worry about watercooling. All you need is a decent fan cooler. I would suggest the played out Hyper 212 (that's what I got) but get a set of premium fans to replace the Coolermaster one with. I got a premium set of Corsair silent 1500 rpm fans. They work great for my fx-8350 so I would assume you're Intel would be ok.
From what I can tell watercooling is just for people who want to take glamour shots of their internals to post on /g/. I even heard watercooling is noisier than fans sometimes.

To me it is and I've never messed with liquid cooling for that reason.

I did thought about air cooling but ive had a bad experience with thermal take (their fans stopped working and the screws were GLUED to the case so i could not remove them. As of right now my computer is working with 0 case fans since all of them broke down within 5 years)
I am not interested in noise. What i DO worry about is stability and making sure that the system doesn't break down. I am not one to play too many games and considering that i barely have any CPU-demanding game legally bought and that i have no peripheric to play simulators, my CPU wont be in a heavy load during some time (i could meditate about wether or not i even NEED to upgrade my PC since while it does runs games like shit, i barely even play videogames other than emulations anyways).
I just seeing people ALWAYS do watercooling when doing even low budget PC building. No matter what, watercooling its always what they do.

You only need two fans for the case. I stand firm on that. Adding any more fans will not help your cpu stay cool. Matter of fact you'd be alright with just one on the cpu cooler and one on the back sucking hot air out even. I do suggest the Hyper 212. The fan IS removable (i suggest you replace it to).

watercooler won't help that. even if you went with watercooling you need to be expecting the typical usual bullshit that happens apart from that. Driver issues, ram stick going bad, hdd dying, shit like that. Hell even choosing a cheap motherboard might get ya.

WHere do you see this at?. I used to hang out on /g/ and even they don't suggest watercooling for budget builds and they're the dumbest most childish faggots on 4chan. Watercooling is expensive and for premium builds as far as I know.

- add it to your phone's library by picking it up in Explorer and dropping it on the phone in iTunes
or
- download whichever music player app takes your fancy and dump it into that
Plan A is best, because it makes the music available to any app that wants it, and enables hardware playback which uses a tenth as much battery.

Using free texting apps isn't cutting it anymore for me, so I need to upgrade to getting an actual phone number.
Can anyone point me to a plan/carrier/whatever that isn't super expensive? I am very rarely not near wifi. Side question; Do texts sent when I'm on wifi count toward my plan or does that vary between carriers?
I need 0 data and maybe 100 minutes/1,000 texts per year (with the option to add more if I somehow go over.

Of course they do.
Wifi only carries data; it doesn't carry voice or SMS. They come out of your cellular plan, because they're sent using your cellular plan.
