If you have another hard drive like an external or a large enough flash drive, download to that instead. If not, defrag your hard drive. (I'm assuming you don't have an SSD)
Steam preallocates the space it needs before downloading anything which could cause freezing on very slow hard drives, like those in laptops, because the hard drive can't seek for free space and seek for user requested files simultaneously.

Ok, and for some reason when I tried it again, it froze like it did, but my internet also went out as well.
