Nyaa and Bakabt are all you need.
For using Bakabt just google the series you want+bakabt ok google, so you can freelech.
Also if a series doesn't appear on bakabt is because it's licensed or something like that, in that case look on nyaa.

Sounds like a pretty common issue with power supplies.
Open it up, and if when you click on the power button, you can see the CPU fan moving just a bit, then it's most likely this issue, which happens when the electricity is unstable and blows shit up inside of the PSU.
Plug it in and give it an hour or two, and then it should power up. Though of course, that's a temporary and unacceptable solution - the only one would be to get a new power source.

As for dedicated anime streaming sites, there's none that always offers HD quality. It's very much random chance if whatever you want to watch was uploaded in HD or not.
