If it does your GPU is busted.
If it doesn't try to use this monitor to boot from another PC and see if it doesn't work.
If it doesn't the monitor is busted.

The monitor shows me this when using it with another computer over VGA (though this other computer has not been confirmed to have worked with the monitor previously). This error does not occur when using another monitor over DVI with the original computer. I take it I'll be needing a new monitor (unless I can repair it).

You might also get a decent-ish computer (new-ish games at 900p 40+ fps) if you already have some spare parts.

Mpv isn't broken, so you don't need to fix it with strange plugins.

On video outputs:
X11 is slow as fuck and mostly there for scientific purposes.
Xv is fast, but renders fonts terribly on upscale, use as a fallback if your video drivers don't work.
Opengl renders fonts properly on upscale, this would be the baseline in this day and age.
Opengl-hq slaps on a couple of more things for your pleasure, your video card/drivers might not keep up with it.

There are a couple of tweaks to opengl-hq you can add, but I can't remember them.

See what video outputs you have with 'mpv --vo help' and try them until you get what you like.
