Where you can set more settings there you can achieve better quality
For example, ffmpeg supports most of the settings that the codec provides. For vp8 (that is used by 4chan) that is qmin, qmax, qcomp, crf, auto-alt-ref, lag-in-frames and others.
Bitrate in this case is needed to limit the size of the output file, but it also affects the quality. If you want the best quality you need something to download, because i think online converters not what you need for this purpose

In the Precure endings they all doing the same moves because the intention is for kids to dance along with it, so obviously the dance has to be designed for an individual, you can't exactly have six characters all doing different things.
It's why the dances are relatively simple too, and also the reason they're 3DCG - not just because animating a dancing character by hand is difficult (which it is), but because the greater fidelity afforded by CGI animation allows for more nuanced movement and a superior conveyance of those movements on screen.
