Even the first game was more visually appealing.
The style is different, but not worse. I still prefer Sonic 2's one more than S3&K's one.
Sonic 2 is considered GOAT because Tails and the spindash, and the variety of levels. Visuals don't really count in the "love"people have for this game.

The comics in the second volume is better and there seems to be more variety in the content (I believe there's a glitches section?) but sadly the hand-drawn maps have been replaced with crude screenshot maps.

You can't ever completely disable windows 10 telemetry.

Ps1 was far more popular but yet produced forgettable shovel ware and had games already on pc or dreamcast. Or have gotten superior remakes which aren't retro by the cut off.
What ps1 has got going for it is exclusive Japanese games but most not much.
The fighters are all better on arcade or even latter day systems.
