Does anybody know how to properly open and repair an atari driving controller? I have mine open (pic related) but the plastic case around the actual turning switch itself concerns me. I don't want to accidentally break it by opening it up incorrectly.

The encoder isn't designed to be serviced. If it isn't already broken why are you trying to repair it? If it is already broken why do you care if you break it more? If it's broken just crack it open however you best can and patch it back up when you've got it working.
You can also just replace the encoder. If you want the original 16 PPR you'll probably have to butcher another controller. Similar values like 12 and 20 are easily available off the shelf. You can also roll your own if your desperate for muh as the developers intended spec. I've done that for spinners. Or you can just buy a working controller for a few bucks. If you need muh H6 atari logo just buy a regular one and swap the cases.

technically no, paddles are the two-on-one-plug controllers that have set stopping points on rotation, and are used for pong and other things. The driving controllers are almost identical in appearance, but are only one controller per plug and have full rotation. They're used for stuff like Indy 500, but are also popular for homebrew mods (ie. Asteroids with spinner support added, Tempest and Omega Race hacks that return spinner control to the games).

But in terms of specs its quite rock solid, 1.8ghz quad core cpu, 700 mhz gpu, 2 gigs of ram and bunch of other stuff is good for the price, only limiting factor is Android which can be spotty as a games platform, but this device should be able to manage considering what's under the hood.

Is it just me, or is the N64 version the definite version of the game, more so than the Dreamcast version?
Sure there are fewer sound effects/musical tracks, the levels are populated with fewer enemies and the textures are a bit different (perhaps more murky) but see, that's exactly the damn point.
There are an annoyingly large number of enemies in the PC/Dreamcast version of the game and they all take a stupidly long time to kill. The N64 version fixes that by just having fewer enemies.
This is kind of subjective, but I find the endless looping of music or ambient noises in the Dreamcast version to be a bit annoying and an atmosphere killer. The N64 version seems to have areas with no music between areas that do have music, which seems to work a bit better.
Lastly, the texturing is pretty different in the N64 version (not just the resolution downgrade you'd expect) and it makes Deadside seem like a way grittier place. Atmosphere seems considerably better.
So this is the point where I'm getting at...did the developers accidentally create the best version by "downgrading" it for cartridge? Maybe I'm going crazy here, but anybody else think this?
Also on a further note, the N64 version is devoid of those weird microstutters and long loading in the Dreamcast version.

Hey /vr/, I bought an import Saturn a couple days ago and had some questions about the action replay. Does it work on a JP Saturn? Can I play US releases using it?

It works on all Saturns, and it allows you to play games from any region. It's a must-have for any Saturn-owner nowadays.
Be careful with that shit, OP. The Saturn cartridge slot has tapered pins and the 3rd party cart is too thick. If you move it in/out a handful of times the pins will become bent and the cartridge unreadable.

It's quite easy, any USB analog capture card will work. You might need a bit of postprocessing (bob deinterlace) because the card might interpret the two fields as interlaced.
Though the real answer is to use an emulator.
