1 is must play. 2 is obsoleted by X. X is 2 without the slowdown and some minor tweaks. 3 is the generally agreed upon pinnacle. 1 is my personal fave though.

1st Mission and 2nd Mission on NGPC are also worth playing.

AVOID EVERYTHING ELSE BECAUSE IT GETS REALLY BAD STARTING WITH 4.

Red Alert is overall better but for some reason I always preferred C&Cs campaign. Both great games so you can't go wrong playing either one.

Don't need to use carts. With the SegaCD connected the 32x can use CDs.

Because, on release, the PS1 didn't have the analog sticks.
It only did somewhere halfway down the line IIRC, when they got your pic's sticks.
Not too long after they introduced the now-standard bubble sticks.
