Well, I played N64 the most so games like Mario 64 and OoT. Never played any of the Metriod games. The only Castlevania I've played was on 360

So my SNES is outputting in black and white when I use composite video. Switching to RGB scart will not give me this problem but I have no idea which cable will actually output 60hz.

If you use an RGB cable then you are completely immune to pal/ntsc problems, since you are not using neither, you use RGB. PAL/NTSC is a colour encoding, and RGB is un-encoded colour.
Whether your console outputs 50 or 60hz is a completely separate matter and is down to the console, not the cable.

I think the 3DS is also a great emulation machine.
I own a DSiXL with a R4 cart and I can play DS (duh), GB, GBC, NES, Turbografx, Master System, Game Gear and Genesis games on the go.
Sometimes the sound on my Nes emulator sounds like ass but I discovered that closing the console for a few seconds and then opening it again can fix the problem on the spot.
Either a smartphone or a New 3DS. N3DS is usually easier since it can emulate a lot of the stuff I want to play, but it's limited when it comes to actual emulators in comparison to an android device.

You could use Google for that, and anyone who even feels like bothering to reply to your thread is just going to dump indiscriminate lists of the most popular titles, like Chrono Trigger, FF6 and every other game everybody and their brother has already played to death.
It would also help if you insisted that people try to provide you with some details about their recommendations. Which, again, Google is probably better for. You could sort through any number of fansites that already give you comprehensive rundowns of games for every retro console and why they'd recommend them.

a psp go with the cradle, a power adapter for the cradle and psp go component cables. assuming you have a ps3 already then you can play ps1 games portably and on your tv through component, with a ds3 controller at home and you get top-tier emulation quality since sony made the emulation themselves.
How does virtual console stack up against hardware? Is it as flawed as any other animation? I was testing it out with Adventure Island and it seems pretty good but I don't really have a frame of reference since I never owned it on NES.

N64 emulation is pretty good. The flaws with it (mainly graphical) are minor and don't disrupt game play. Haven't tried any other systems because the homebrew Wii emulators are good enough (though I haven't tested all of the games for SNES9xGx)

Edit for clarity: I meant to say that the N64 emulation on the Virtual Console is pretty good. I don't use the homebrew N64 emulator (Wii64/Not64) because it runs poorly.
On WiiU:
NES emulation is shit. Don't buy NES games in WiiU just get hem in Wii. Horrible input lag and the Nintendo decided to add this dark blurry filter to their games.
Likewise, N64 emulation is also shit. Same reasons as the NES.
GBA emulation is pretty good. Some people say the games look dark but they also look clearer than NES games and have way less input lag.
SNES emulation is pretty damn good. It's practically identical to SNES emulation on the Wii.
All this being said don't play on the game pad with off tv play because it will add another two frames of lag.
On Wii:
NES is decent. The graphics are still dark but at least the games are playable, except for super twitch games like punchout.
SNES: also looks and plays well. There's definitely some lag but anything that is game reading like NES games in WiiU.
Genesis: Really damn good. The only major flaw is the sound quality is nowhere near as good as the Model 1 Genesis. However, the games run smoothly.
Neo Geo: Also pretty good.
TG16: haven't tried it yet. Could use some game recommendations. I know Rondo is on there but I've been to lazy to grab it yet.

I've wasted plenty on my life on eq including the p1999 servers.
Pros: Fucking huge world to explore. You can spend 2000 hours on a char and still have parts unknown.
P1999 has the best eq community I've ever seen, including the GMs.
Zero hand-holding, you won't see quest markers telling you where to go, hell you won't see an in game map. If you want to know which direction you're facing you'll have to lvl up sense direction skill, buy a compass or cast true north.
Almost every race has their own language plus common tongue, it takes shit talking to another level.
Most players are experienced so you will avoid most of the trial and error of the early eq days. You'll be leveling in the most efficient ways possible most of the time.
Cons:
At high levels, some classes are worthless in groups.
Some classes can't solo.
Almost all of the decent loot requires a full group or raid force to procure.
Mana takes FOREVER to regen.
Most of the server population has a max level character and many have played for 10+years on other servers so new players are at a disadvantage for their first year or so of playing
