My sonic 3 cart no longer saves games. I read that you could request a free sample of basically the "modern" version of the 1994 chip from the same company that made them then. The issue is that it's longer than the old one and does not fit.
Can I rig up a new save RAM or should I just shell out for a new sonic 3 cart?

PC sims of any age, there are sims released in 90's that carry incredible amount of immersion because color palette, textures and models somehow pull you straight in the 90's much more than any modern game can regardless of mod.
On psx the absolutely best one was TOCA WTC, it has weather effects, day/night cycle, realistic damage and physics (we are talking home console of the 2k realistic)

No it is not. They are both survival horror games with similar gameplay styles. They even have similar cinematic camera angles. One is just static while the other moves.
It's really tough for me to say OP. SH1 is without a doubt way scarier. It has the scariest music in the series. RE1 is so iconic. Pretty much popularized the genre. Has infamous voice acting that is so bad it becomes good. Very memorable game especially if you experienced it back then. If you are playing the DC version you even get the better auto aiming. Mansion is great fun to explore. SH1's town is also fun to explore. Much more dangerous when in the town as well. Very fast enemies that you are better off running from then fighting.
I like them both so much that I might have to say it's a draw.

Anyone ever find a guide that covers some of the specifics of the Metal Slug series? (or any of the main four games).
Weapon damage would be a good example of what i am talking about. Can't seem to find much information about this. I have always wanted to know if all enemies take the same level of damage or if some have more/less armor towards bullets vs explosives (doubt this happens but sometimes i wonder) Also trying to find out if there is a "cap" on the amount of damage an enemy can take at once. It feels like if i toss 6 grenades very quickly at a vulnerable boss the damage that results is less than if i were to toss em a little slower. The amount of damage done with a direct shell from the slug cannon vs hitting an enemy with the explosion plume is another curiosity.
I feel like i saw a damage chart 8-10 years ago on this Metal Slug fan-site, it was the largest of them all at the time. Almost positive it was called something like metalslugarsenal.(jp, kr or ru). Can't seem to find the actual name or an archive.

Why do game developers drop supporting old consoles?
I understand if there are features really resource demanding, but sometimes I just don't understand. I always felt like SNES and Genesis are the pinnacles of 2D gaming (NeoGeo is something incredible), and further platforms don't make 2D any better - it can't be much better than SNES and Genesis were.
What am I thinking wrong?

It's this. If you had a company, would you really want to compete with yourself? Why spend resources developing for your older things when everyone has "the latest and greatest" current thing.
Supporting older consoles would just be a money pit.
It's not just developers, but the console producer itself would still have to be behind it. Like if Nintendo were to start up making Super NES games again, they would have to reproduce dev kits, get the factories to start making SNES motherboards and all the chips & bits for them too, not to mention make new moldings for the plastic cases. and so on. Even though it's an old system, the costs of starting up such a project would essentially be like making a whole new system. With that in mind, just work on an actual new system.

I have been tirelessly frustrated for 3 months by this shit emulator which also happens to be the only emu that works at all on android. 80 hours to get it adjusted for one ps1 game, blown out of the water by the revelation that I just need to use schp1001. OK, now I can't get retroarch to even recognize that the file exists and sure as hell can't select it as the bios.
Yes it's unpacked. Yes I know what i'm doing. No it can't detect any file, let alone those with appropriate extensions.
