Kanto and Johto have more or less the same pokémon. The new additions in Johto were minimal enough to accept that there were a few new species/evolutions in a connected, neighbouring region. You're also presuming that Origins Oak knew about the same 149 pokémon originally portrayed in Gen 1. Who's to say that, I don't know, Jynx, Mr. Mime, or Farfetch'd were in that dex? Finally, there is the potential that Slowbro and Slowking were once bundled into the same species by lazy researchers. This often happens IRL with species being reclassified etc.

All of these mons had to come from other regions. Most are available in Johto. Those that aren't mean that there was contact with another region. Contact means awareness of other species existing. Eevee for example, has only been catchable in Kalos or hidden grottos in Unova. That means that they had access to two regions with extremely wide ranges of biodiversity compared to Kanto.
It's almost like saying there are 150 mons is just forced because only 150 mons had been made by the time of Gen 1. And they only uphold it because that's the easiest way of informing the player of when the "catch em all" goal will be completed within the bounds of the region.

You are all forgetting that Slowking/Steelix aren't "JOHTO" Pokémon, as they are only evolutions of Kanto Pokémon, and their evolution methods (King's Rock, Metal Coat) are NOT Johto-exclusive. They were only recorded there for the first time.

For all we know (and you autists are thinking it over too much), Slowking could be just a Slowbro variation (would make sense thinking so) and Nidoran could have been fucking retconned. If they know about Mega evolution they could fucking know about gender differences and their presence in many species.
