Can a Celebi from the 3rd generation or higher be legitimately shiny? I've heard that the Celebi from the Colosseum Bonus Disc can be shiny if it's the Japanese one. Does anyone have a definite answer? Please provide sources.

There was a trick to get the Celebi from the bonus disk to be shiny by naming your trainer the same as the event trainer name and getting lucky with your secret id lining up to make it shiny, so it was technically legitimate, but when bank rolled around it wouldn't let any shiny Celebi through. As of yet there is no way to have a legitimate shiny Celebi on a gen 6 game.
Of course, they're doing a lot of shiny events lately, including Jirachi so you might get lucky sometime soon.

Exclusivity shit. It's stupid, but that's how it goes with GameFreak. Just like they shiny locked the Kalos legends and now they're doing some big event to distribute them so they can get people to stay interested and not miss their chance. The older legends I guess they realized were being hacked left and right plus RNG abuse to get shinies, so they might as well unlock them in ORAS, which is really extra stupid since they shiny locked the Groudon/Kyogre/Rayquaza in-game despite them being previously available as shiny.

MYSTRY mew could be shiny. There was always at least one on the event cart. I own the one that TRU was using for that event, so cough.
Mew could also be shiny in the Emerald event, but only specific frames allowed it, so the "legal" ones are few and far between.

Shiny-locks technically did exist before gen 5, just not on any pokemon that you could catch in the main series games.
Since event pokemon have a fixed TID/SID, shininess depends 100% on the pokemon's PID. But I believe in most cases, the game is programmed to re-roll the PID if it generates one that would make the pokemon shiny.
That's why shit like mew, deoxys, darkrai, and shaymin aren't shiny-locked. Because you could catch them in-game in gen 3 and gen 4, as opposed to getting them handed to you as an event.
