It's not a very consistent deck for tournaments, but it'll get you up the ladder where you can start looking for the decks you really want to build.

I don't think there's a standardised "Lucario-ex deck". Nor a good one, but that's a different matter.
I haven't played it to make any real recommendations, but some cards to look into (for standard) are probably something like Korrina, Muscle Band, Fighting Stadium, Strong Energy, Hawlucha, Landorus, Scorched Earth, and probably some others I'm forgetting.
Might make a more constructive post in a while, but I'm currently busy.

That was always why it was strong, it's trainer support. I can still win most games with it, because, getting your gyrados, energies, articunos and corsolas out is super fucking easy. Losing lapras is a minor inconvenience.

M-Mewtwo seems like a decent enough deck, does the same job as Rayquaza, but with energy ramping instead of bench flooding. And Psychic weakness isn't too big of a deal.

in general you have shit pokemon so there is hardly anything you can do, but the structure of your deck is fucked as well

get your deck down to 12-15 pokemon

articuno sucks, the 4th mega blastoise sucks, gyarados sucks, qwilfish sucks, kyurem ex sucks, the glalie line is too inconsistent, and greninja ex is pretty bad

you don't have to remove them all, but take out 5-8 pokemon

get your trainers up to 30-35, use consistent supporters like sycamore

all of your important pokemon require a stupid number of energy, so instead of running 20 energy, which is shit by the way, but 8 energy or so and run something like fisherman or super energy retrieval

I wish pokemon attacks had been designed with more thought in mind. As the game is right now, half the pokemon have the attack you should be spamming and the shit attack you fall onto when you can't find your fucking energy. The other half don't even have a choice. Abilities are the only other place where you have to put some thought, but most of those just give you a small buff in exchange for nothing.

Pic related is kind off an example of what I mean, even if not the best. Submission reduces the power of karate chop, so you might avoid it if the pokemon is fresh, but once you take some damage you start to weight the advantage of the extra damage given by submission against getting KO'd early.

I guess I'm just mad that most pokemon cards have an attack list like this

With little reason to put thought into which one you're choosing.

I wouldn't go for Maxie in a deck that actually tries to use Gallade as the main attacker in any format since it's hard to pull it off twice in one game. I do use it in Vespiquen and I agree that there isn't a whole lot of luck involved in pulling it off.

While I agree with this article in principle, a lot of the complexity from the ex series to DPPt was due to unwieldy mechanics and cards relying on dumb gimmicks. Fun, interesting cards that were also good were a rarity.

I don't see why it would be difficult to balance the game's complexity around card rarity, similar to how Magic works. Commons and uncommons are very simple, rares can run from simple to complex, and more rare cards are frequently fairly complex.

Basically I'd like a return to the card design of the ex and DPPt eras mixed together with more modern ideas of functionality, and a complete overhaul of how modern EXes, Megas, and Break evolutions work.

Honestly, one stage 2 line is a death knell for a competitive deck. I saw some people pairing Gengar with Latios EX ROS but then you need an easy way to retreat.

The only two decks I see coming out of BREAKthrough right now, are M-Mewtwo with something like Bronzong, and Glalie with Judge and maybe Toad. Everything else is probably going to have to wait to be competitively viable.
