That stuff looks like ash and fire, probably the Omega Ruby version of the entrance of the Cave of Origin. Could be a redesigned Evergrande City league building according to the map, it does really remind it.
Otherwise it's a battle frontier facility, unlikely in my opinion.

It's definitely Mt. Chimney. That's soot. Gamefreak isn't doing the best job it can. The more promotions and giveaways they do (Shiny Beldum), the more I become convinced they're overcompensating for what's going to be a pile of shit (in unexaggerated terms, a 60-70% done job). The rectangular geographic layouts and subtraction of big features like customization (and replacement with shit like the Pikachu) convinces me they stopped trying and are just doing the bare minimum.
