The way things are going, BL could very well become a tier on its own.

OU blows this generation, in my opinion. It's a fucking shame Mega Mawile's being suspected now, but it makes sense when every other threat before it got banned (Mega Gengar and Kangaskhan totally deserved to go, though).

Tiers are usage based so no it couldn't. BL as a tier would just be UU+all the stuff that would make UU shitty.

Besides, most of the BL stuff is good in OU, it just doesn't have the usage to be OU.
