Because pokemon is a game with no mechanical skill aspect, only pure decision making. Aside from extremely sophisticated AI with fuzzy logic that could make guesses and predictions, pokemon's AI would be limited to two absolute states. Hyper simplistic AI like we have now, or absolutely overbearing AI that colludes with the RNG and reads inputs. It's extremelu difficult to make an AI that adequately doesn't fall into one of the two extremes.

Apparently there's some Nintendo-published Red/Green guide book in Japan that said that Nidoqueen loses its ability to breed for more fighting power to protect its young.

Barely anyone even in Japan knows this, and this same book also said that Moltres is female. So how canon that is is pretty vague.

Thunder Armor: Any pokemon that does a physical attack to the user receives Electric-type damage equal to 1/3 of the damage they dealt to the user.

It also acts as a knockoff of Parental Bond. Any physical attack done by the user will deal a second attack that's 1/3 as strong and always deals Electric-type damage.
