I need a well balanced team for my Pokémon Ruby (Gen III NOT omega ruby) without using any from my previous two teams. My Ruby starter is a Mudkip so balance my team around that. Any help would be greatly appreciated.

Does anyone know if save state manipulation will help with recruiting legendaries or is that decided well in advance? I'm fighting Lugia right now, keep doing different stuff to shake up the RNG but I can't recruit him. I know that the leader has to land the killing blow btw

I might just end up doing a quick Wondermail S code for the Gold Mask so I don't have to do this crap every single time.

Was Sage wrong to exclude the Fairy Type? I think maybe back in '13 when they were first revealed, yeah, it made sense to not put them into the game--but it's been 3 years since then and the game is nowhere near completion. Fairy Type has been a thing for THREE YEARS. I think they made a huge mistake, especially since a decent amount of the dex could do with Fairy typing.
