That depends on what game you're playing. If it's BW, you're out of luck.
Move relearners can't teach your Pokemon moves that they never met the requirements to learn, so since you evolved it too early to learn Giga Drain, it won't ever be able to learn it and no move relearner will change that.
B2W2/ORAS move tutors will let you teach it Giga Drain, but that's it.Or you could use something like an NDS Adapter Plus to edit your save.

For those of you who believe in the Chinese leaks, are you forgetting the circus theme?
In addition, while the drawings look very much like anime concept art style-wise, they''re not very good in terms of being a reference sheet. Concept art usually shows cross-sections and proportions to keep everything on-model. The Chinese leaks don't have much of that, if anything.
Check out this collection of Pokemon concept art for the anime to see what I mean. You'll see stuff used for the animators to keep everything on-model and consistent.

The lack of useful reference stuff is the biggest indicator that these are fake. They're incredibly well-made, but they're not doing it for me.

well... i started playing pokemon like 3 years ago and stoped right there, im not a fan of the anime.
I played the fire red pkmn (not completed) and now i star playing the emerald version in a gba emulator, I didnt cmpleted the firts gym yet, im on my way to it and i have litterally 5 pokemons.
