It's the same thing with Misty and May. They aren't exactly unique designs, and their character designs are dogs hit, but people like them because they grew up with them.
It seems like there would be crossover fanart considering the likeness of the motifs/look. Character on the right if Cure Mermaid from the Precure show that aired last year, just caught my attention as to why the starter looked familiar.

Pokemon always brought this notion of men controlling nature and this mash up between the natural world and the virtual world. These monsters are captured by balls and turned into information. You store them in computers, trade them via cables or wifi, even fix them through a computer at the Pokecenter, no need for bandaids or anything. No wonder Pikachu stays out of it.
I believe the Pokedex works like a scanner that detects text, once you scan something and the text is computable, you can reproduce it and understand it, you can even burn the original paper. In the same way, when a Pokemon is caught for the first time ever, there are no information to the Pokedex and this Pokemon is not only "scanned" throughly, but captured, destroyed and rebuilt as information you can use. The fact that the Pokedex evokes very subjective texts with "it is said..." kind of information may show that it works by accessing some cloud information that is somehow lost.
The Pokedex in Gen 1 works for the Pokemon of Gen 1, then it is upgraded, people realize there are other parts of the world and so on. The world of Pokemon appears to function via limited access to information that must be retrieved by the players. That is, the Pokecenters work fine, all the technology runs smoothly within the range of what you se, but there is only one ship, one train, Pokemon specialists "just heard of a different continent" and so on.
That brings me to the suspicion that Oak is not doing something particularly new, but asking you to do the laborious work of finding and capturing every Pokemon and having them connected to that particular object of the Pokedex because that's the only way he may access this information that is "out there", that was already computed, but that it is not available, not even for scientists.

Ever since Pokemon Go came out people have been talking about how a big load of information, from pictures of people's homes, to their location in space, patterns of movement, interests and so on are recorded by Niantic, Nintendo, Google and so on via the trainers own captures. Even if they were to be trusted, there is no guarantee it cannot be accessed illegally, either by a hacker entering the companies or the companies trespassing the legal limits of their contract with us. We do not have access to that information though, I cannot see the movement and pictures of another player.
If the logic of big data collecting is correct, you have the power to manipulate people into buying certain products and not others, blackmail leaders with information, sell that info to governments of their choosing, and so on. One can imagine what sorts of dystopian could spawn from there. Most predictions end as a warning of it.
What I would like to bring to the table is that in the future, the combination of advanced graphic technology and this ever higher attention to the data retrieved by the Pokemon games could lead to a world in which the finding of a Pokemon in the game could be indistinguishable from the real life experience of finding an animal. On top of that, knowing that these companies may give as much or as little information they can to you about these Pokemon and considering that such power is susceptible to corruption or, at least, to various managing strategies over time, who knows what world this will bring.

Perhaps it is that the world of Pokemon, at least from the early generations, could be a post-dystopian, post-control world of information that is left scattered and unavailable to people. Oak's Pokedex would be a hacking system that could retrieve this information, on sight and capture, one Pokemon at a time. In world of complete merging between the virtual and the natural, in the ruins of a conspiracy so large no one is left to tell what was it about or why it has fallen, other than the wild Pokemon it has left in the world. All is bright and no one is worried about any dystopia or corporate control except for the rather tame and juvenile plans of the evil teams. That dystopia is in the past, but its effects are here. It's as if developpers abandoned Google and Facebook and it kept on running on its own, no one ever being able to know what is the algorhythm that keeps it working.
Perhaps, just perhaps, Pokemon Go is a first step towards a full Pokemon world, in which we will have forgotten what this world was all about, through a complete reinvention of its history, information and habits, in and then out of a conspiracy of full control over our lives, leaving us in a world of walkers and cyclers, but not drivers, catching Pokemon not to send information, but to get it back, trying to recollect the world of nature through the understanding of these pocket monsters.
