All legendaries if they were found would be captured by the government of said country, if they could even capture them, starters would be considered endangered species.

We would need a license to battle with Pokemon if it wasn't outlawed at that point and to use Pokemon for personal reasons such as hunting or transportation, they would have to have a GPS tag of sorts and of course another license.

6v6 no metaknight, no evasion, final destination only.

Game changes

1. Evasion is removed as a mechanic. Instead all evasion boosting moves are replaced with accuracy reducing ones. This prevents bullshit evasion setups without removing the ability to force the opponent into a dice roll decision, since he can choose to switch out to counter it.

2. OHKO moves are effectively removed. Sheer cold becomes a low BP ice move with a high freeze rate. Horn Drill becomes a standard offensive move which ignores defensive boosts. Fissure becomes a 120BP 70ACC ground move. Guillotine becomes a move that instantly faints a pokemon with below half HP.

3. All auto-weather abilities are re-restricted to box legends. Including sand and hail. Weather moves now last until they are removed from the field. Defog now removes weather. Weather move duration increasing rocks are removed. Hail now gives ice types a 50% defense boost much like how sand gives rock types a sdef boost.

4. Mega stones are mostly removed. M-Audino, M-Abomasnow, M-Altaria, M-Glalie become standard evolutions. M-Mawile and M-Sableye become standard evolutions with significant stat reductions. Mega Evolution becomes a unique mechanic for starter pokemon only.

5. General stat rebalancing of everything produced before gen 4 with an eye on giving all of those pokemon with all around mediocre stats like Arbok more specialization.

6. Focus on changing movepools and abilities of 'early route' pokemon with low BST in a way that makes it so they aren't OP ingame, yet can be competitively viable. (like Talonflame except not that retarded)
