I feel you. I was replaying Heartgold not too long ago, and ran into a Shiny HootHoot on the way to Mr. Pokemon's house, before getting the Pokeballs.
Thankfully, that's the one thing the new generations seems to avoid these days, but that's just terrible luck.

I did this awhile back and i can clearly say, no it is not.
It has a decent special movepool but even that cant save it, it cant even tank shit because all it has is HP. its a mon clearly meant for double battles but in story mode you cant have a support mon meant only for doubles making you either have a decent solo set or an useless doubles set for the whole run.
Mine ended up as a surf slave somewhere after 6th gym and i really wont reccomend you using it unless you really want to

Yes, I used one as support for my mons and was really useful against the league, but you should take the skill link cinccino, which is really fun to play
