Ingame excuse is that having more than 3 Pokemon is actually really difficult for the average trainer to handle, which just helps make you feel like more of a special snowflake on par with the Elites before you even do anything notable.

I always catch one when I playthrough the game, so much so that it's practically a headcanon for me that Red encounters Mew in Cerulean City.
I used the same glitch to catch some other Pokemon in my most recent playthrough and I've been using a Lapras that I got at level 7 with the glitch.
