What are some recommended builds for characters in Megami Tensei 2? I'd imagine it's kind of the same as MT1 with the main character but how about the other two?

If i remember well you have to choose between the heroine or the friend so build the one that you will choose as a partner.

Man, MT2 has a pretty great tutorial area. There's no real penalty for dying so the player can get a good grasp on most of the mechanics before being thrown into real danger and yet there's no hand holding. It feels kind of ahead of its time for what was an NES game.

It occurs to me that perhaps Neutral route was not the optimal route for a first playthrough. Is level 76 supposed to be good enough or do I need to grind more?

They're pretty good. MT1 is pretty much straight dungeon crawling with hardly any story and MT2 feels more like proto-SMT1. Also the player character in MT2 has a fucking cape and robot arm so that's neat.

You're forced to get a lot of Law points in the infernal/blasted areas automatically. You kind of want to be chaos before entering the reactor so it'll balance out.

Your definition of ignorance is missing the point though. Law and chaos are both straightforward in that they identify something they like and go to it. Neutral is ignorant in that it vaguely identifies something, acts inconsistent, and doesn't get to it. One of the "features" (though you're also supposed to wonder if its right) of law is that law endings are never shown to be disrupted from the inside. IV even emphasized it multiple times by showing three different cases.
