Halloween Maid is great for keeping a berserker alive in a heal team. I used Hans + support Casko + Vlad as an NP spam team aganst the Casko gorilla quests. Casko's NP both gave NP charge and reduced cooldown on Hans' and Vlad's NP charge skills so this team could really spam NPs. Vlad's NP gave crit stars which further increased the ability to gain charge as you frequently got crits with Arts attacks. Vlad's NP is also Arts so Casko's Arts buff could be used to increase its damage. Halloween Maid allowed Vlad to stay alive despite taking twice his max HP in damage. Taking damage also helped in building his NP.

That was both the most NP-spammy and heal-spammy team I've ever played with.

I'd say Halloween Maid is definitely an option to use with berserkers. Either on the berserker themself or on the taunter that's taking the damage instead of the berserker.

You can't compare Hans to Waver. Hans is a healer and his heals-per-turn capacity is the highest in the game. Waver has zero heals. Both Hans' damage and defense buffs is bigger than Waver's. If you're spamming NPs, Hans can buff more often than Waver. But with Waver you don't need to build NP to get his buffs, they are available from turn 1 (so is Hans' if you equip him with a +50% starting NP charge).

They are different servants altogether, not different qualities of the same thing.
