Backdraft is far from essential to his playstyle. It's a nice talent no doubt but there's no real choice on that tier. Which is another thing that would get changed with putting Chain Bomb and Mana Shield on the same tier, there would be an actual conscious choice in his build that might vary on team and enemy team composition. We wouldn't see the same cookie cutter build every game.

Also it's not about having problems dealing with him, every hero can be dealt with, but that doesn't mean certain heroes aren't too strong.

Well because the potential is the important part. Yeah you're giving up a lot of damage but when you use the empowered stun and aim to hit multiple heroes, it's gonna be worth more than the extra damage cuz otherwise you wouldn't be doing it.
But that flexiblity is another small aspect of why he's too strong. Again, I didn't say he was outrageously unfair, but across the board there are so many little things and edges he has over everyone else, the whole package is OP.

Tyrael is pretty close to a paladin warrior. He uses the light to buff himself and rush to the aid of allies (or assert himself in the heat of battle), uses the light to stay on the physical plane for a few moments before unleashing an explosion of light on his foes.

Again, Arthas is almost nothing like a paladin (HotS Arthas, we all know he was a pally in WC3). He has death coil because he had it in WC3 but it never healed himself, it was an easy retcon to allow it to heal himself because all warriors get a selfheal of some kind. Again, all of his abilities are intended to inflict damage and sometimes restore health/mana based on the damage done, that's the complete opposite of what a paladin does. Arthas couldn't be further from a paladin.
