Not true at all. There are a lot of factors to consider. I could list some but there wouldn't be much point, so in short: hitting a transmission wouldn't always project shrapnel or spalling material into the crew compartment. Managing to kill a metal box full of metal bits after you have defeated the outer armor means the shell has lost most of it's energy. That's why in places like Turkey where they maintain static defensive lines using tank they'll park them backwards, the armor is thinner but there's a lot more metal material between the crew and whatever is being shot at them.

Depends on your plane

The idea of a zoom is to get away from trouble and back up to altitude so you can maneuver without wasting energy. If there's a lot of people around, you might want to climb immediately, stay at the same level or maneuver a bit in order to keep their guns off you until you're well out of the way at which point you climb back up to a height that you feel comfortable at. In a less strict BnZ plane you may actually be able to maneuver through the zoom out in order to come back in after a burst climb, but this can waste a lot of energy and should only be used if you really need the kill.

Go into test flight and throw your plane around. Climb up to however high you'd generally do a dive from and then try things you'd do in a fight. How much energy do you lose rolling out early?

Depends on situation, a lot of this is experience. In my P47-D25, a lot of my climbs are at 30 degrees or so because I don't mind losing a bit of energy to get a bit of height faster than I would otherwise, and this keeps me out of the enemy's guns. Other times, if I'm completely safe I'll stick with ~15 degrees because that's the optimal climb angle I use and it makes for extremely efficient zooming out.
Just mess around with the planes, that's how you get to really know them.
