Well, the other three are on track to be maxed by the time the fortnight ends. But there's enough things I want skill ups for from this fortnight that I can't horde all of them, so I decided to feed as I went and see which ones I'd get lucky enough to max and which one's I'd have to start hording halfway through. I've got Impact Usopp and Bellamy half-maxed, Zoro's been the only clunker, and, since I didn't care about Ace's special at all, naturally, he's one level away from max.

It's because of his special, you can essentially use 30% hp cut three times him as captains and Mihawk sub. That he gets so much hype.

He is risky to used as captain thought because you need to be below 30% hp for it to activate. For practical use, some raids you are better of to run with another team that is safer and faster.

Excluding raid bosses, we've actually been getting stuff a lot faster than them.
We're way ahead in Sugofests, way ahead in story mode islands, we got a couple of fortnights with great books way ahead of time, and we got half stamina regeneration just a couple of months after Japan did.
Unfortunately, 80% of the OTPC userbase is a bunch of 12 year old kids who start complaining if they don't get all the stuff immediately, regardless of schedule.

We're still not 100% sure they'll skip the Kimono fortnight, but it wouldn't be that much of a stretch.
The fortnight was originally released in early January as a celebration for the new year (the whole thing is modeled after the Shougatsu festival), it kind of makes sense for global to release it around the same period as well.
And the DBZ event was literally last month, I don't get why people expect we would get it on global immediately.

I'm not sure about the gems since I'm guessing they're probably tied to your Play Store account. If you connect to the same account on the emulator, theoretically it should recognize the gems you already have, but don't take my word for it.
Anyway, if you do a data transfer on an emulator, the first thing you should do is re-issue a password immediately, as the one you used will have become invalid.

What's a good level to shoot for when increasing character levels?

I get side tracked too often. When it comes to evolving and leveling up units instead of hard focusing one unit at a time per color.

It bothers me when people have box fulls of level 99s, but then I also don't like how they only barely even have 10 use able characters because they dropped all their experience on those single 10 units.

Is it best to just focus fire one unit at a time or spread the love? What's a good " cut off poiint" that isn't max level?

depends on you. Units start off with base stats and gain them in a linear way to reach the max. recently in Japan a trend started where you get the big stat gains towards later levels, like with the Haloween strawhats. Generally leveling starts being really slow around the lvl 70 mark when you reach 1 million or 1.5 million for 4/5mil max characters, so people tend to shoot for 50-70

Not quite. There are both units with accelerated growth (bigger gains on lower levels, smaller gains on higher levels) and decelerated growth (other way around), but they've been around since the beginning. The very first Luffy you get in the game (not the kid) has accelerated growth, while Higuma was the first character with decelerated growth.
The Halloween characters all have linear growth, though. The difference between their minimum and maximum stats are just unusually large.

The thing is, the last 10 levels cost about 1 million EXP for RR characters, and 2 million for raid bosses. For that amount, you can get other characters up to lvl 70 at least

My general advice is to make a nice EXP spread for all your useful characters, then if you are starting to hit 60k+ level ups, start focusing on maxing the strongest characters in each type and class

The marine tandem is only used when you're low level and you can't form a strong enough team to take down the turtles fast enough.
Fullbody is needed when you have a decent team but you still can't take down the elder turtles reliably (generally because you don't have enough heavy hitters that can take care of them).
Once you have a good enough team you won't even need Fullbody, I stopped using him once I had enough PSY heavy hitters and never looked back (partly because I also stopped doing TTs, but still)
