Yugioh General #2429

CHANGES from Master Rule 3 to 4:
- Each player now starts with 12000 LP, not 8000.
- The player who goes first cannot Pendulum Summon on his/her first turn.
- New "4th Deck" outside of the Main, Extra and Side Deck
