You should always reload when given the chance - so basically everytime you aren't shooting the enemy right in front of you. Especially in online games, take all the chances you can to reload so you always have advantage over the enemy.

In slower paced games with extremely short TTK and longer reload animations that mindset can dick you over extremely fast. I've seen so many people in games like Counterstrike and Insurgency eat shit while they were reflexively reloading a gun that had 20 perfectly good rounds left in the mag.

Faster paced games also usually have faster reload times and generally a longer TTK to make the pace more manageable. In any given CoD game if you get caught reloading you have a bit of time to duck behind cover before you die. In Counterstrike you can get immediately dropped in one or two shots by most players in the same situation, or if you had the sense to hide while reloading they now have a positional advantage over you. Since a few rounds can go a long way it's generally a good idea to stretch out the time between your reloads as far as possible unless you know for a fact it's safe.
