Age of Empires is owned by microsoft and was one of the biggest and most poplular RTS series

Because it would probably be shit if they made another one. Ensemble is dead, and no one in this modern day knows how to make a good RTS. It's very possible they are using AoE2 to learn and prepare for an AoE4, but for now they are just doing w/e.

Speaking of, Running with Scissors, the studio that made Postal 2, has been around since 1996 and in that time, they've released two games. Plus the aforementioned DLC. What the fuck have they been doing this entire time? If they're not making/selling anything, then the company is presumably not making any money, so how does the studio even operate? Who pays the bills, or the employees? Are they even a real dev studio, or a bunch of people who work at other studios and then came together on a lark to make Postal 2 DLC?

I loved the story mode in RA2 more than most games i've played. If any game needed updating it is that, the engine could only handle a certain amount of units before it slowed down to an unplayable amount.

of course I'm not talking about a literal AoE4, it's a game mainly for AoE 2 and AoM multiplayer community, it kind of combines the gameplay of the two while trying to make playstyles less predictable.

Also better fucking netcode which is a godsent, since aoe 2 on either voobly, gameranger or HD has humongous amounts of lag, even in 1v1.

Are there any viable civilizations left for a final AoE expansion?

All I can think of is the Khmer Empire of south east Asia. I'd be keen to see these guys just for the architecture, which is among the sexiest in the world. Plus, they might be the first to have a unique monk unit.
