Xemnas came from two Keybearers it would make sense that he could duel-wield.
But since Terranort is an amnesiac, Xemnas can't properly summon a Keyblade.

Except this theory is refutable because of KH2:FM and the true ending in BBS.

So I can conclude Nomura is making this shit up as he goes along, but I think
he also has written the story for a sequel as he develops the current game. Meaning

That's false proven by KH2:FM. There's a scene where Xemnas goes into Ansem's lab, opens a
hidden chamber and starts talking to Aqua's armor. He HAS Terra's memories, and probably Xehanort's too.

Therefore he knows how to wield a Keyblade, I guess, But Nomura has not backed up that statement in the games.

You could fix the entire plot of KH2 by making the Nobodies literal nobodies.

When a Nobody dies/disappears/whatever, it should be forgotten completely as if it never existed. They had the right idea with Xion, but even that didn't seem to carry a lot of weight the way it was handled.

They should've been trying to get BODIES not HEARTS, how hard is that concept?

Also, it would've made them way more tragic and sympathetic that way, instead of just "WE DON'T HAVE EMOTIONS AND THAT MAKES ME SAD :^(" Things like the "Proof of Existence" location would've made sense instead of just tacked on.

We don't know the exact situation in terms of hearts in regards to Xemnas but yes it has been said to think of Roxas as having Ven's heart. And Xemnas apparently knows a lot. There's a scene in Days where he's talking to Roxas and says something about sleep taking him once again and then there's the Nobody symbol in which the Ultimania confirms that Xemnas took it from the badge that Terra, Eraqus, Aqua, and Ven wore. This first pic is the Days scene the next one will be the Nobody Symbol.

The ultimania says that Roxas can be thought of as having Ven's heart, and 3D furthers the link between memory and heart and seeing that Xemnas has been confirmed to have Terra's memories you can make some guesses but Xemnas hasn't had too much confirmed on his situation but in general he seems similar to Roxas overall.

The plan for the Organization as reveal in 3D was for that Xemnas and Xigbar would round up 13 vessels including themselves so that Xehanort could implant a piece of his heart into them to fulfill the 13 Darknesses requirement for the X blade. So I don't know if it's a situation where there's a quantifiable number of how much of Xehanort's heart each one would get. You could take that line as Xigbar/Braig just talking shit/making light of the situation.
