Does FOB staff stack with your regular staff? If you have a base full of A+ and an FOB full of A+, will your level be calculated based on the combined staff count or does it just pick whichever is higher?

I built a FOB base, went after all the necessary platforms, then logged off forever. I'm sure my unguarded/unmanned base has probably sunken to the bottom of the ocean by now.
