If they want manufactured collector craze, all you ahve to do is make them scarce first time around (Marth,Villager etc wave 1) then scalpers do the rest on the next ones. Think back to when Amiibos were first announced. People weren't going crazy thinking they'd be rare. I think I ordered my Marth weeks after the announcement. It wasn't until release that it started happening. Then wave 2 is when it went overboard, and thats when the 2nd hand market took over.

It could have been intentional (in which case if they're smart we see lots an dlots of reprints somewhere down the line to capitalize on the craze and pretend scarcity that drives it) or it could be because they can't keep up. No one but Nintendo knows.
