Keep in mind that the original funding goal was two million dollars. They now have over seventy million.

As it became clear that the money train was not going to stop, several things needed to be taken another look at. There hasn't been a "funding goal" since 65m, and most of those were minor dumb shit. It's just like hey now we have money to redesign the ship damage system to be 100x better, so let's do that.

Regardless I've gotten close to it. A good city sim will make it impossible to not have some sort of congestion/traffic issue assuming you have a high population.

Anyway, you just build more cities. You build until every part of the map is a 50-story tower and everyone can get to work on time. It's harder than it sounds especially without mods. Doing this in vanilla SC4 is effectively impossible because the traffic model maxis used was deliberately gimped so it could run on 2003-era low end PCs.

My point is, getting to that end stage is very hard. And when/if you do get to it after several years, that's when you start modding.

for those who care, SC4's pathfinding algorithm needed to have a certain variable modded from .00031251259 to .00052290 or something otherwise Sims wouldn't use mass transit properly, causing huge traffic jams and stalling development

likewise, in vanilla SC4 it's heinously difficult to get high-density buildings to develop because the algorithm used for that had too high demands for it

both of these things were fixed with the Network Addon Mod, which also made it easier to use custom road/transit pieces. This was done in like 2008 almost four years after SC4 was out.
