You are indeed right on both counts. Hyrule Warriors has Nintendo polish. It also has a retarded amount of content, even as far as Dynasty games go.

Dynasty Warriors 8 for PC is really poorly handled as a port. It's a good game but Japs have a hard time with PC still I think.

So in the trailers we've seen new playable characters that weren't shown before and didn't look too important. I think it's possible this game will have a very high number of playable characters (like Chrono Cross high). Since the game uses a character creation system and a class system, they can just use that to make tons of playable characters which all use the same animations, which I believe is why we've seen playable characters from different factions that looked like generic NPCs before. Otherwise, from a story perspective, I don't see the point of having like 10 military human character from NLA. I don't see how they can all add to the story in any meaningful way.

I think it has more to do with Monolith Soft's design philosophy meeting Nintendo halfway.

Nintendo designs games by working on the gameplay system first. They do this by building prototypes. Everything else comes later.
