I've put 200+ hours in both games.
I've been a fan of fallout since the first.
I did like New Vegas writing/lore better.
BUT
I enjoy actually playing fallout 3 more.
Fallout 3 was much more fun to explore and get immersed in. Especially if you ignored the water purifier stuff or just not over think it(aka trying as hard as possible to not enjoy it).
Fallout NV was fun to think about, but Fallout 3 was more enjoyable to play.
And if you are looking for the fallout game with the best writing you'd go for 2.

Fallout 3 is better to explore and wander in then New Vegas. I disagree about the gameplay though, New Vegas's is a more refined version of F3's.
