Mario Kart 7 has zero issues with lag. You will see no difference with n3ds. The rest of those games also are not internet intensive

Can't speak on monhun since I don't play it, but I highly doubt it.

Monster Hunter and Sm4sh. That's it, and one has a wiiu version with better graphics and gamecube controller support with faster internet than the n3ds.

I guess it can run most games at 30fps / frameskip 1, but since nearly all GBA games are 2D and meant to be played at a steady 60fps its not all that great.
